It's a Nokia patent of 2010 for a haptic tattoo that transmits “a perceivable impulse” through a person’s skin when he or she gets a phone call, text message or email alert. With Windows agreement this patent project could be achived. 

Nokia and Microsoft are launching a fund of € 18 mil. for App development Startup, and are also launching (8 April 2012) in USA the new Lumia 900 at very popular price $ 100.
